It became known about certain aspects of the further development of the nuclear cluster of Ukraine in the conditions of severe aggravation of relations with Russia.
In the period from February 23 to 24, 2022, on the sidelines of the international forum "Nuclear Decommissioning & Waste Management Summit" (Decommissioning and treatment of radioactive waste), leading representatives of the "World Association of Organizations Operating Nuclear Power Plants" (WANO) expressed the concern of the European atomic community on problematic issues related to the implementation on the territory of Khmelnitsky nuclear power plant (KhNPP, Neteshin, Khmelnytskyi oblast, Ukraine) of the project for the construction of power units with reactor installations of the "AR1000" type (USA).
Thus, experts from Ukraine were asked to answer a number of resonant topics, in particular:
1. Taking into account that transportation by rail is not possible in principle, due to the structural dimensions of the AR1000 reactor, as well as the absence of navigable rivers in the Khmelnitsky NPP area, using which type of transport is planned to deliver the AR1000 reactor vessel from the port to the KhNPP.
2. For how many power units and what type of studies were carried out (feasibility study of the implementation of this project, environmental impact assessment, etc.) with the involvement of specialists of the national regulator - the State Nuclear Regulatory Inspectorate of Ukraine (GIARU).
3. Does Ukraine have the necessary regulatory framework for evaluating the AR1000 project in accordance with the methodology IAEA.
4. It is expected that for the supply of the so-called "reactor island" from the Westinghouse site, US ExImBank will allocate credit money for state guarantees, but this is less than half of the construction cost, who will act as an additional investor.
5. Will the materials of the review of the AR1000 project in a similar American supervisory agency, US NRC, be transferred to the Ukrainian regulator - GIYAR to accelerate the work on the project.
6. Who will act as an integrator of the AR1000 project for Ukraine, if Ukrainian companies have been declared to participate only in the supply of automated control systems and turbine island.
At the end of the speech, the employees of the WANO emphasized that Ukraine is really in a hurry with this project and such actions contribute to the formation of prerequisites for security threats in the technogenic and environmental spheres.
